Prepayment mode (Pay before use):  The initialized water volume is zero with valve in off mode. The user registers an account, buys water and receives a user card at the service center.  Inserting user card into the corresponding meter, the meter can read the purchased water volume and turn on the valve to supply water.  When the purchased water volume is used up, the valve will close. The user must purchase water at the service center again after which he can insert the user card into meter and repeat the process like the first time.

Pay-after-use mode:  The initialized water volume is zero with valve in off mode. The administrator at the service center sets the maximum consumable water volume for user, and input the volume into the user card.  The user then inserts the card into the corresponding meter, and the meter will read the usable water volume and open valve to supply water.  When the usable water volume is used up, the valve will close.  The user must pay water fee at the service center and acquire more consumable water volume, after which he can insert the charged card into meter and repeat the process like the first time
